ARSENE strengthens its offering of tax advisory services to companies by recruiting two partners: Antoine Glaize and Michel Taly.
- Antoine Glaize, 47, who first trained as an engineer with the Ecole nationale des travaux public de l'Etat (1983), and later graduated from the Paris Institute of Political Studies (1988) and the Ecole nationale d'administration which trains senior public servants (1991), is leaving Ernst & Young to join Arsene along with Vincent Desoubries, a manager, to take charge of the transfer pricing service offering.
Antoine Glaize began his professional career in 1983 as an engineer with the French Ministry of Public Works, Housing and Transport, then joined the French Ministry of Economy, Finance and Industry in 1991 where he held various positions. In 1995, he joined Aérospatiale as assistant general counsel in charge of the tax department before returning to the Ministry of Economy, Finance and Industry in1997 where he was appointed Head of the Tax Audit Office and the Office of International Affairs of the General Management Division of the French tax authorities, in charge of transfer pricing and advance tax rulings. In 2000, he joined Arthur Andersen International as a partner and then, following the merger with Andersen in 2002, Ernst & Young where he was in charge of the transfer pricing practice.
- Michel Taly, 56, a graduate of the Paris Institute of Political Studies (1970) and the Ecole nationale d'administration which trains senior French public servants (1974), is leaving Landwell to join Arsene as a partner, responsible for the tax strategy and tax litigation service offering.
Michel Taly joined the French Ministry of Economy and Finance after leaving ENA. He then held various positions of responsibility with banks, in particular with the Crédit du Nord from 1983 to1986 as assistant general counsel in charge of tax and legal matters and then as director of banking management, at Lazard Instruments Financiers from 1986 to 1989 as general counsel and at Crédit Lyonnais as Group tax director from 1997 to 1999. He was a high-ranking public servant and former manager of the Tax legislation department of the French Ministry of Economy and Finance from 1989 to 1995.
He has also worked with various audit and financial advisory firms, including Ricol, Lasteyrie et associés, RSM Salustro Reydel, Deloitte and finally Landwell where he had been a partner since 2002.
- Vincent Desoubries, 28, a graduate of the EDHEC business school (2001) and the University of Dijon where he received a DESS (post-graduate degree) in tax law in 2002, has been a lawyer at Ernst & Young since 2002 and, as a manager, will bring his transfer pricing skills and his segment expertise in such fields as healthcare, nuclear energy, banking, consumer products, information and automobiles.
Arsene is an independent firm specialized in tax issues in France. Created in January 2004 by Frédéric Donnedieu de Vabres (former Managing Partner of Andersen Legal) and Olivier Vergniolle (a former partner of Andersen Legal), Arsene now has 8 partners and 30 tax professionals. Arsene is a founding member of the Taxand network, the first global network of independent tax firms which is present in 31 countries with 1,500 tax professionals including 260 partners.
